Pat O'Brien's on the Upper East Side (1701 2nd Avenue) has a happy hour from 6:30-7:30 during which they serve 25 cent beers. There is $5 cover can, but it can be avoided by showing up by 6:00. The bartenders know the deal and don't hassle you to buy anything. They understand why your there and are willing to just hang out and relax before the rush.
